OBBBA (One Big Beautiful Bill Act, July 2025) made the TCJA elimination of relocation tax-exclusion PERMANENT. Every taxable relocation benefit must be grossed-up at federal supplemental (22%) + FICA (7.65%) = 29.65% combined, plus state. Typical gross-up multiplier: 1.42x. A $30,000 benefit costs the employer $42,254 to deliver net.

4.Tax gross-up: the 1.42x multiplier

TCJA 2017 eliminated IRC §132(g) exclusion (employer-provided moving expenses tax-free) and §217 employee deduction for years 2018 through 2025. OBBBA signed July 2025 made this PERMANENT. As of 2026, nearly all employer relocation reimbursements are taxable wages to the employee.

The gross-up calculation: Gross payment = Net benefit ÷ (1 − Effective tax rate). At the federal combined rate of 29.65%, a $30,000 net benefit requires a $42,254 gross payment. State tax compounds — California (13.3% top) pushes the multiplier to 1.65x; Texas (0% state) keeps it at 1.42x.
